DAYTON, Ohio, June 30--The slaying of a government official and a plot to kill a congressman were attributed by police today to a disgruntled Spanish-American war veteran cut off the pension and disability rolls of the veterans bureau there weeks ago.
The veteran, James D. Shadbolt, 53, was charged with murder growing out of the fatal shooting last night of Colonel Vernon Roberts, chief of the medical staff of the national military home here.
Shadbolt was found hiding in a cemetery near the home. Police said he had told them he originally planned to kill Congressman Byron B. Harlan of the third Ohio district. Harlan voted for passage of the recent veterans' economy act in congress.
Records of the military home indicated Shadbolt served one year in the Spanish-American war and until this June was receiving about $60 monthly as a pension from the government on a disability claim.
Along with many others Shadbolt was ordered to leave the home and his pension was discontinued on the grounds his disability was not incurred in government service.
Shadbolt was quoted by officers as telling them he had gone to the Gen City Democratic Club in Dayton several times in recent weeks, carrying bombs intended for Congressman Harlan. Each time Harlan was away.
Colonel Roberts who had served in military homes since 1905, was shot when he opened the front door of his residence in response to a ring of his doorbell shortly before midnight. He came to Dayton about 1924, having served earlier at Danville, Illinois, and Los Angeles.
